Technology matching in agriculture

The Conference "Supply and Demand Technology Connection in Agriculture” was co-conducted by State Agency for Technology Innovation (SATI) and Vietnam Academy of Agriculture. Attending the seminar were Mr. Le Duc Thinh - Director of Cooperative Economy and Rural Development Department; Mr. Nguyen Hong Son - Director of Hanoi Department of Science and Technology; Ms. Tran Thi Hong Lan - Deputy Director of SATI; Assoc.Prof.Dr. Pham Bao Duong - Deputy Director of the Academy; Prof.Dr. Pham Van Cuong - Deputy Secretary of the Party Committee, Deputy Director of the Academy together with nearly 200 representatives from units under the Ministry of Science and Technology, Ministry of Agriculture and Rural Development, Departments of Science and Technology, Departments of Agriculture and Rural Development, Center for S&T Progress  Application - Ministry of Science and Technology, research institutes, universities, domestic and international enterprises.


S&T innovation is considered as one of the key solutions

Giving opening remark at the conference, Ms. Tran Thi Hong Lan - Deputy Director of SATI shared that in the context of Vietmam's international integration requires more effort in concretizing the management mechanism, policy on science and technology to better meet the practical requirements of life; increase the content of science and technology in agricultural products and services, promote research and apply science and technology to production and life.

Currently, many localities, enterprises and large corporations have chosen high-tech agriculture, clean agriculture as the main direction for investment in technologies such as: biotechnology, greenhouse technology, technology. drip irrigation, sensor technology, automation, internet of things. Moreover, high-tech agriculture helps farmers to be active in production, overcome the seasonality, reduce dependence on weather, climate, meeting the market demand for the quality of agricultural products. Therefore, development of high-tech agriculture, scientific and technological innovation is considered as one of the key and central solutions.

According to Dr. Vu Anh Tuan, Department of Economic Cooperation and Rural Development, agricultural mechanization has solved the hard labor, urgent seasonality contributing to improving productivity, quality and competitiveness of several agricultural products that partly generates the world's leading agricultural exports; Promote the process of linking production and forming service organizations in rural areas: Many models of linking businesses with farmers on large fields have been formed, combining soil preparation, transplanting and pesticides spraying, harvesting, drying, preservation warehouse rental services with certain incentives.

The promotion of mechanization in agricultural production is the premise for high-tech agricultural development. Accordingly, on November 14, 2013, the Prime Minister issued Decision No. 68/2013/QD-TTg stipulating that organizations and individuals receive preferential policies when purchasing machinery and equipment for production regardless of domestic or imported machines.

On March 15, 2018, the Prime Minister issued Decision No. 319/QD-TTg on approving the Strategy for the development of Vietnam's mechanical engineering industry to 2025, with a vision to 2035. In there, tractors for agricultural production, machines for agricultural - forestry - fishery cultivation, preservation and process. Etc., on the list of key mechanical products to be prioritized for investment and development in the period of 2017 - 2025.

The policy of supporting the purchase of agricultural machinery and equipment has contributed to improving the level of mechanization and encouraging domestic mechanical factories to invest in agricultural machinery in depth, improve technology and improve quality of efficient production machinery.

High-qualified technological human resource is an urgent requirement

At the conference, Prof. Dr. Pham Van Cuong, Deputy Director of the Vietnam Academy of Agriculture consumed that high technology plays an important role in forming a new manufacturing industry or service or modernizing the manufacturing industry, existing services.

Developing high-tech human resources is one of the key tasks of the national education and training system in order to implement the State's policy on hi-tech activities.

In recent years, the development of high-tech agriculture across the country requires a large human resource in fields such as biotechnology, automation, information technology in agriculture. The training of high-tech human resources must be associated with the task of hi-tech application and development, ensuring the quantity, quality and structure of high-tech human resources; effective apportion and satisfactory treatment.

A delegate gave speech at the conference

The total enrollment target for the agricultural technology industry in 2019 is 65.409, accounting for 15.5% of the total enrollment target for all sectors in the country. Information Technology has the largest target with 29.106, accounting for 44.5 of the total group's indicators, showing the industry's leading position and role in the technology sector.

Agricultural technology majors such as Agricultural Technology at Hanoi National University and High Technology at the Vietnam National Academy of Agriculture have low enrollment quota due to newly opened industries and first-year enrollment. The technology group's enrollment results in 2019 reached 76%, which is not enough to meet the candidate's expectation (71,648 for Expectation 1) and the training capacity of higher education institutions.

According to Dr. Pham Van Cuong, training high-tech human resources to develop agriculture is an urgent requirement and also a big challenge. Based on the actual and current situation of training human resources for agriculture in our country today, in the coming time, it is necessary to focus on solving some of the following issues: In research as well as training, to closely combine key high-tech fields such as biotechnology, automation, and information technology with the promotion of traditional knowledge and experiences in agriculture.

 

The training of human resources with sufficient knowledge and skills, quality and attitudes to fulfill the requirements and requirements of high-tech agriculture. Smart agriculture plays an important role which is decisive on the industrialization and modernization of agriculture associating with building a new countryside, creating breakthroughs in agricultural production and developing rural economy in the condition of international economic integration.

Along with that, there should be policies to support facilities and equipment in research and training, support the formation and development of innovative startup incubators in technology universities training on agriculture, creating an ecosystem for innovative and innovative startups. Promote international cooperation in research, development and transfer of agricultural technology.


Need close coordination

Attending the conference, the speeches of scientists related to policies to encourage promotion of agricultural mechanization, development trends in agricultural, forestry and fishery preservation and processing technologies, solutions to connect and raise the value of the Vietnamese agricultural product chain had been delivered. Participants focused on exchanging and discussing vigorously, reflecting the current situation, opportunities and challenges for research institutes, universities and enterprises in scientific research and technology transfer in the current integration phase; proposed many contents and shared international experiences on the model of connecting supply and demand of technology to promote technology application, innovation and transfer activities, development of agricultural science and technology market in the regions and localities.

In the context of agricultural technological development racing with the 4th industrial revolution, Assoc. Pham Anh Tuan - The Institute of Agricultural Engineering and Post-Harvest Technology offers solutions to promote the development of the industry, preservation and processing of agricultural, forestry and aquatic products, in which: Advanced preservation technologies must be integrated via software to optimize production process; Regarding science and technology (the period 2018 - 2025), govenrnment should give priority to the implementation of the State key science and technology program on research, application and development of technology for preservation and processing of agricultural, forestry and aquatic products; formulate policies to support strengthening research and training capacity for research institutes, universities in the fields of specialized agricultural, forestry and fishery preservation, processing ...

Speaking at the conference, Mr. Le Duc Thinh - Director of Department of Cooperative Economy and Rural Development highly appreciated the reports at the conference. Mr. Thinh emphasized that in order to promote the connection between technology supply and demand in agriculture, it is necessary to synchronously implement solutions. Investing and developing key products of the region along the value chain should help businesses find and transfer suitable technologies for product development in the locality. Mobilizing and connecting scientists inside and outside the region is also essential to research and solve a number of science and technology tasks.

In addition, ministries, departments need to coordinate closely with provinces, cities, research institutes, universities and enterprises to regularly organize introductory communication activities; evaluate and update the current state of technology application and transfer activities in the locality for timely support and settlement of issues of policies, techniques and technology; concentrating overall resources on research, application and transfer of new technologies in order to develop key and key products of the region and locality.
